About Hill Country Transit District (HCTD)
The Hill Country Transit District (HCTD) operates a regional public transit system that includes four counties including Bell County, Milam County and Coryell County, and two Federal Urbanized zones that include Killeen UZA (serving Copperas Cove, Harker Heights, and Killeen), and the Temple UZA (serving Belton and Temple).
Governance and Regional Coordination
HCTD is guided by a Board of Directors with one representative from each county and one representative from Copperas Cove, Harker Heights and Belton, and two representatives from both Killeen and Temple. The agency also plays an active role in regional planning and coordination. HCTD staff participate in the Technical Committee of the Killeen-Temple Metropolitan Planning Organization (KTMPO), as well as the Central Texas Regional Transportation Advisory Group (CTRTAG), which supports coordination among human service providers. Additionally, HCTD works closely with the City of Killeen through regular meetings with the Killeen City Council’s Transportation Committee.
Partnering with Agencies and the Public
HCTD actively encourages the use of public transit by both social service agencies and the general public. As the region’s existing transportation provider, The HOP aims to meet community needs by offering accessible and flexible services.
Agencies and individuals are encouraged to take advantage of The HOP’s Regional Commuter service when possible. The system offers convenient options such as tokens, multi-ride tickets, and monthly passes that can be purchased by agencies for their clients. In addition, The HOP provides travel training for agencies and groups to help users navigate the system with confidence and strives to consistently deliver value as a vital member of the communities we serve.
